I recently tested OpenSuse. When I created my user account in noticed that I 
had an existing /home/user directory and that the ownership and group weren't 
set to be the user on their system.

It asked me if I would like to change ownership/group of /home/user.

Fedora's firstboot should do the same.

This will be fixed in the next build of firstboot.
