Description of problem:
I always seem to find some error in the log when doing different ha lvm operations. 

This one is because a tag is missing on the volume group, but it's 
supposed to be missing until this node becomes the server.

These are in the fs.sh script, I believe and will require lon's input.

Lon, I believe the important point here is that upon initial startup; if an FS is on top of an logical volume:
1) the file system may not be mounted
2) the logical volume may not exist (until activation)

So, of course "<err> stop: Could not match /dev/HAYES/ha3 with a real device", but that doesn't mean it's 
an error... especially if it is shutting down and not mounted.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.

This was causing an erroneous fail-on-stop which shouldn't have been caused,
therefore, we should include in 5.2 with the rest of the LVM updates.
