Description of Problem:
When using --rebuild, --recompile, or any of the -b options, rpm simply
prints the help summary and has a return value of 0 (i.e. no error.)  I
have tried it with multiple source rpms from different vendors and still to
no avail.

1. $ rpm --rebuild <source package>

You need to install the rpm-build package.
