On RHEL5.1, the following creates a migrate-copy on the local host, which can
cause problems:

clusvcadm -M vm:myvm -m <local_host_name> 

...  This should be a no-op.  It can cause an outage of a VM, or at the very
least, unnecessary downtime.

This can also be observed during a simultaneous cluster reboot in some cases. 
The virtual machine can get stuck in 'migrating' state.

Version-Release number of selected component (if applicable): rgmanager-2.0.31

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
