Description of problem:
When I try to enter a bug for italian locale, the entry "italian" doesn't appear in the component list for the product "Fedora Localization".
It should appear accordingly to the cvs.fedoraproject.org/owners/owners.list file.

Steps to Reproduce:
Try to open a bug for Italian locale.

Actual Results:
The user must choose "other language" entry

Expected Results:
The user that want to send a bug, can choose the italian language

Don't know why, but it seems BZ doesn't read our owners.list file any more.
Maybe it doesn't like its contents (inexistent BZ user listed in file)?
