Description of problem:

When cluquorumd%rtp is enabled, you get these messages periodically in syslog if
clusvcmgrd's loglevel is 6 or above:

Feb  1 14:36:44 magenta clusvcmgrd[11526]: <info> Using normal priority 

It would be better to use LOG_DEBUG instead of LOG_INFO.

This is not a functional problem, and certainly is not critical.  You can either
run without RTP, set your log level below 6 (LOG_INFO), or filter the message.
