Description of problem:

Patch attached. This is needed so we can use udev to set the clock on clock
load, as opposed to hardcoding things in rc.sysinit and mkinitrd. (See bug 290731)

Every time

Steps to Reproduce:
1. Add a udev rule that runs hwclock
  
Actual results:

See a bunch of errors about udev_t not being able to do clock-related things.

Expected results:

udev_t automatically transitions to hwclock_t
