Description of problem:

When trying to load an existing cluster configuration to Luci,
It doesn't load fencing devices from the cluster.conf


Version-Release number of selected component (if applicable):


How reproducible:
Log on to Luci
Add existing cluster
type hostname

Expected results:
Fencing devices are not shown even though they are exist in the configuration file.

This bug was assigned to the documentation component, "Cluster_Administration". It should have been assigned to "conga", which is what I have assigned it to now.
