Description of problem:
make clean_ids is duplicating glossary id tags. The tags append the old tag to
the new tag on every run of make clean_ids.

Additional info:
There is a work around of manually correcting the tags or overriding make
clean_ids output for the glossary file

Modified clean_ids to use glossterm when generating id's for glossentry.
