Description of problem:
In /etc/sysconfig/at there is an example parameters line "#OPTS="-l 4 -b 120".
Unfortunately the OPTS variable doesn't exist in /etc/rc.d/init.d/atd.  It
should be OPTIONS. User sets OPTS to something and atd runs without any options
(as usual).

Always

Steps to Reproduce:
1. read /etc/sysconfig/atd
2. read /etc/rc.d/init.d/atd
  
Actual results:
atd runs misconfigured

Expected results:
Should be consistent and both files should use the same parameters


Additional info:
There is also a silly "[ -f /etc/sysconfig/atd ] || exit 6" on line 24 which is
several lines after "[ -f /etc/sysconfig/atd ] && . /etc/sysconfig/atd"
