Description of problem:
Rescheduling a failed action reschedules previously successful actions as well

How reproducible:
Always

Steps to Reproduce:
1. View the URL on this bug.
2. Click "Reschedule All"

Alternate Steps to Reproduce:
1. View the URL on this bug.
2. Click on the number in the "Failed" column on one of the events.
3. Click "Reschedule All"
  
Actual results:
All machines that originally had that/those event(s) get rescheduled for it.

Expected results:
Only the machines for which the event(s) failed should get rescheduled.

Additional info:
It used to behave the way I'm suggesting it should.  This recently broke (though
I'm not sure how recently, it's been a month or two since I had failed jobs to
resolve)

As you may already be aware, Red Hat is transitioning from the Red Hat Network (RHN) hosted interface to the Red Hat Subscription Management (RHSM) interface in July 2017. Red Hat has invested in and seen success from RHN for many years, and used that experience to build more robust technologies like RHSM.
