New linuxwacom version in rawhide includes the (kind of crappy) config tools. 
This ends up pulling in tcl and tk to the live images adding a significant
amount of space (that we don't have to spare).  

We should probably either continue not shipping the crappy tools are at the very
least, split them into a subpackage

The tk config tools were removed in linuxwacom 0.7.9.8-2.  There's an ncurses
dep in the config tools too, but that's probably not worth worrying about.
