Description of problem:
Makefile changes have removed the macro expansion step in the creation of initrc_context. Patch attached.

Install mls policy. Examin /etc/selinux/mls/contexts/initrc_context

Actual Results:
mls_systemhigh in file

Expected Results:
s15:c0.c1023 in file
