when I type in 'rpm -ql libsigsegv-devel' I will got the following output:

/usr/include/sigsegv.h
/usr/lib/libsigsegv.a
/usr/lib/libsigsegv.so
/usr/include/sigsegv.h
/usr/lib64/libsigsegv.a
/usr/lib64/libsigsegv.so

I will notify you, that static libraries are not allow in the Fedora project

static libs are allowed, but must be justified and be packaged separately (only
in rawhide atm)

The "only in rawhide atm" comment means: libsigsegv-static packaging exists only
in rawhide, at the moment.  

When/if a package update is required for previous releases, they too will grow
-static subpkgs.
