As both the upstream maintainer and Fedora packager for CurvyLooks, this was an intentional decision. In order to have proper GNOME integration, the theme needs a metadata file which includes the Metacity, Icon, and GTK+ (so-called "Controls") theme. While I could leave the icon theme in it as "default" (thereby using whatever Icon theme the user decides), I felt it best to include that information; and the goals and design of the Tango icon better fit the ideal of the theme as a whole (to be aesthetically pleasing while not distractive), and also integrate more completely (IMHO) with the desktop as more and more desktop applications (such as OO.org and) favor the Tango-ish icon approach. Also, the icon theme itself includes no further dependencies (that should not already be installed on a base system), so it seem reasonable to add this. Closing, therefore, as NOTABUG.
