b) N/A, it's the same with any windows app I'm trying to install successfully or
not, but specifically:
RTG Timer

And, RTG Timer seems to install and work fine - the install created a desktop
configuration file in ~/Desktop that seems to open the application without problem

Which leads me to suspect this is a gnome-menus bug rather than WINE?

I only have wine-0.9.56-1.fc8 installed (seems latest available via yum) and I
see you're reporting 0.9.57 in devel - but question whether adding devel is
going to help?

In the past I've done a complete reinstall of WINE (yum remove; yum install;
deleted ~/.wine) and this hasn't cleared the problem - so, gnome-menus?

(SELinux is Enforcing targeted policy.)

I notice the behaviour under f10 seems to have modified a bit, when I re-installed the RTG application, its icons seemed to be placed under "Other" under the "Applications" menu (and on the desktop).  Strange, the rest of my applications went under Applications > Wine.  I also noticed that a separate Applications > Wine menu was created for each separate wine-prefix created, resulting in many Wine menus under the Applications menu.

It would be helpful to see each separate wine-prefix with it's own distinct menu entry - so: Applications > 'wine-prefix'.  Hidden wine-prefix directories might be interpreted by dropping the leading "." and Capitalising as for real nouns to conform with other menu entries under the Applications menu.

I guess this is all handled by winemenubuilder and is a work in progress?

Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 9.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time

Strange, should never have been against f9 (perhaps it was against f8 when I originally posted).  I've been running f10 for my recent comments above - so re-opened & moved to f10.  Thanks.
