Description of problem:

There's both the update progress reached by going through 'Update Package/Update
System' from the update icon, and also the transaction viewer that can be opened
by clicking on the task in the status icon.

This is somewhat confusing.

We can't start the package updater when we are mid-transaction. We'll be making
the status icon dropdown a lot easier to use upstream soon.
