Description of problem:
The french translation is missing for the Create User screen: everything on this page is in english.

1. install F9-Beta with official DVD
2. choose french everytime it's asked
3.

Actual Results:
french translation of the Create User page wasn't displayed, the entire page is in english, so as the title.

This should be fixed post-beta.  The create user screen was a little late in
being added so the translations were later for it.  Anyway I just ran the latest
version of firstboot with LANG=fr_FR and it's translated.
