Description of problem:
HVM guest can bolloon memory as PV ones. The GUI is still showing Start up
memory and Maximum memory fields for HVM guests. That can be confusing if the
user doesn't know HVM guests can't increase their memory on demand.

How reproducible:
100%

Steps to Reproduce:
1. Start virtual manager
2. Create new HVM guest
3. Proceed to memory and CPU settings. There are 2 fields for memory.
  
Actual results:
2 entry fields for memory

Expected results:
single memory field

If the HVM guest has paravirtualized drivers installed, then it has exactly same
ballooning capabilities as PV guests. virt-manager has no knowledge of whether
the PV drivers are installed in HVM guests, hence we have to leave the UI
enabled for all HVM guests.
