Description of problem:

Pam_selinux needs to set the exec context to prev_exec_con even if the previous
is Null.  Otherwise pam_console will try to run in the users context.

Fixed in upstream CVS, thanks for the patch. Do you think it can wait for post
F9 release update or should it be fixed in the F9 release?

Fixed in F9 and rawhide.
