Description of problem:
With NetworkManager disabled, eth0 interface is down after boot

Version-Release number of selected component (if applicable):
system-config-network-1.5.6-1.fc9.noarch

How reproducible:
- Fedora 9 preview + latest yum updates.
- use ntsysv to disable automatic start of NetworkManager and *Dispatcher service
- have a manually configured IP, gateway, DNS, hostname
- verify that system-config-network lists eth0 and is set to automatically bring
up the device on boot
- boot


Actual results:
eth0 is down.
I must use "ifup eth0" as root to bring it up.

Expected results:
eth0 should be up

Never mind, NOTABUG

Enabling the "network" service at boot time fixes it.
