Description of problem:
When RHN is down, pup should display message saying that.

Steps to Reproduce:
1. # iptables -A OUTPUT -d 209.132.177.100 -j REJECT   # rhn.redhat.com
   # iptables -A OUTPUT -d 209.132.177.110 -j REJECT   # xmlrpc.rhn.redhat.com
   or
   # echo '127.0.0.1       rhn.redhat.com xmlrpc.rhn.redhat.com' >> /etc/hosts
2. # pup


Actual results:
RHN registration agent lunched


Expected results:
It should instead display the outage message.


Additional info:
I'm not sure if steps we used to simulate RHN outage are correct.
It behaves same with older pirut-1.2.10-1.el5.noarch => no regression.
