Description of problem:
If I have a .i18n file in my home directory, lang.csh attempts to use the
undefined "$file" variable.

Always

Steps to Reproduce:
1. echo en_US.UTF-8 > ~/.i18n
2. tcsh
  
Actual results:
file: Undefined variable.
[Whatever else is supposed to happen.]

Expected results:
[Whatever else is supposed to happen.]

Confirmed: this doesn't happen any more with 8.76-1.
