Description of problem:
I wanted to upgrade my F7 laptop to F8 using preupgrade. However, F8 is not
shown in the menu until I select "Display test releases" - it shows F9 only.

Version-Release number of selected component (if applicable):
preupgrade-0.9.3-3.fc7 (grabbed out of koji)

How reproducible:
always

Steps to Reproduce:
1. install preupgrade, launch it. Shows F9 only.
2. check "Display unstable test releases"
3. F8 is shown even though it's not an unstable release
  
Actual results:
F8 shown in unstable releases

Expected results:
F8 shown in stable releases

Upgrading from f7-f8 using preupgrade is not recommended. That's why it is in
'unstable'.
