How reproducible:
1) There is no "/lib/libwrap.so" or "/lib64/libwrap.so" link to "libwrap.so.0.7.6"

2) /usr/include/tcpd.h is missing.

The header files and .so links for a library are provided by -devel packages on
Fedora. tcp_wrappers is no exception, please install tcp_wrappers-devel.
