Currently, "escalate to management" simply adds the management group as an
escalation group. Requested feature is to provide a flag at the db level for
reporting and integrated apps (Gatekeeper).

- will need to alter the schema
- will need to alter the escalate to mgmt action
- will need to add a "descalate from mgmt" action
