Description of problem:

If the KDE Panel is sitting along the lower part of the display ("southern"), a
"KNote" can be dragged completely behind it, making it invisible and inaccessible.

This is not possible with a "western" KDE Panel for example

OK, I think we can agree it shouldn't let you get into a situation where a note
is completely hidden, but it would be better to raise the issue with kdepim's
developers directly at bugs.kde.org.
