Description of problem:

Sometimes users file bugs only to figure out later that it was not really a
problem.  Not sure if this is an easy change, but it would be nice to allow the
submitter to close the issue as "NOTABUG".  Example:

HI ,

Thie is already possible in bugzilla 3.2 ,, I think maybe you can not find the
drop down menu for status, basically in 3.2 it is on the top of the page you
select the status CLOSED from status drop down menu and then resolution drop
down menu will pop up where you can choose the NOTABUG resolution I just created
a bug as an example for you:
