Description of problem:
From rpmdiff:

Subpackage gimp-print-devel on i386 ppc s390 consumes library(s)
libgimpprint.so.1 from subpackage gimp-print but does not have explicit package
version requirement gimp-print = 4.2.7-22.1.el5
Please add Requires: gimp-print = %{version}-%{release} to gimp-print-devel in
the specfile to avoid the need to test interoperability between the various
combinations of old and new subpackages.

libgimpprint.so.1 from subpackage gimp-print but does not have explicit package
version requirement gimp-print = 4.2.7-22.1.el5
Please add Requires: gimp-print = %{version}-%{release} to gimp-print-plugin in
the specfile to avoid the need to test interoperability between the various
combinations of old and new subpackages.

The 'Requires: %{name} = %{version}' lines should be changed to:

Requires: %{name} = %{version}-%{release}
