Work towards Adhering to the XDG Base Directory Specification.

Problem:

The Gnome users $HOME directory is littered with dot files and directories.

Adhering to the XDG Base Directory Specification (
http://standards.freedesktop.org/basedir-spec/latest/ ) would clean up this mess.

Fedora works so closely with upstream that I'm quite surprised that during the
course of communication between the two parties there wasn't a: "By the way,
before we ( Fedora ) decide to package (
mozilla/evolution/pulseaudio/transmission/whichever), when you ( the upstream
packager ) write your rpm spec file, please adhere to the $HOME/.local/share and
$HOME/.config freedesktop.org as stated in the XDG Base Directory Specification,
thank you"

This needs to be handled upstream, and doesn't even seem like something related
to the gnome-desktop package.
