Description of problem:
The privilege currently titled "Move Issues" is only usable by Red Hat
employees, but the checkbox is active for non-RH accounts.

How reproducible:
Every time

Steps to Reproduce:
1. Log in to IT as a Red Hat employee
2. Go to Groups > (group name) > Privileges
3. Observe the functional "Move Issues" privilege checkbox on non-RH accounts
  
Actual results:
Enabled checkbox on non-RH accounts

Expected results:
Disabled checkbox on non-RH accounts

Additional info:
In BZ 451879 I request that the "Move Issues" individual group privilege be
retitled to "Change Escalation Group" as that's really what it controls.
