Setting SCHEDD_NAME should allow for a non-@$(FULL_HOSTNAME) name, critical for
transparent fail-over of Schedds.

Setting SCHEDD_NAME=foo results in foo@host, setting a@b results in a@host.

Fixed upstream in 7.0.4, available in 7.0.4-1
