pvchange incorrectly handles PVs without metadata areas,
"allocatable" flag should changed in metadata (located on other PVs)

# pvs -o +mda_count /dev/sd[bc]1

  /dev/sdb1  vg_test lvm2 a-   200.00M 200.00M     1
  /dev/sdc1  vg_test lvm2 a-   200.00M 200.00M     0

# pvchange -x n /dev/sdb1
  Physical volume "/dev/sdb1" changed
  1 physical volume changed / 0 physical volumes not changed

# pvchange -x n /dev/sdc1
  Allocatability not supported by orphan lvm2 format PV /dev/sdc1
  0 physical volumes changed / 1 physical volume not changed

# rpm -q lvm2
lvm2-2.02.32-4.el5

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.

Fixed upstream in 2.02.40
+  Fix pvchange and pvremove to handle PVs without mdas.
