Description of problem:
Unable to assign "Show Dashboard" action at winkey.

Version-Release number of selected component (if applicable):
kdebase-4.0.5-4.fc9.i386

How reproducible:
Choose at XKB options use winkeys as third-level choosers,or "Compose key
position". Try to assign action "Show Dashboard" with winkey. It does not work.
But in kde3, i use this method and all work perfectly.

Steps to Reproduce (Variant 1):
1.Run "System Settings"
2.Go to "Region and language"
3.Go to "Keyboard layout"
4.Check checkbox "Left Win-key is Compose" and "Right Win-key is Compose".
5.Go to "Keyboard and mouse" at "System settings".
6.Go to "Key combinations"
7.Choose "Kde Component" - "plasma".
8.Try to assign "Win-key" at action "Show Dashboard".
9.You can see assigned with action strange hieroglyph. (see screnshot)
10. And now, if you press Win-key, it do nothing.

Steps to Reproduce (Variant 2):
1.Run "System Settings"
2.Go to "Region and language"
3.Go to "Keyboard layout"
4.Check checkbox "Press any of Win-keys to choose 3rd level".
5.Go to "Keyboard and mouse" at "System settings".
6.Go to "Key combinations"
7.Choose "Kde Component" - "plasma".
8.Try to assign "Win-key" at action "Show Dashboard".
9.It is impossible. If you try to press this key, no effect. It is do not want
to be assigned.
  
Expected results:
In kde3 this two methods work.

You can't assign an action to a modifier alone. Whether it's the default action 
of that key or Compose or 3rd-level Alt, it's always a modifier.
