When there is an exclude entry in /etc/yum.conf, package-cleanup reports a false
orphan. 

yum-utils-1.1.14-4.fc9.noarch

For example,
# grep exclude /etc/yum.conf
exclude=kernel*

# package-cleanup --orphans
Setting up yum
Excluding Packages in global exclude list
Finished
kernel-2.6.25.9-76.fc9.i686

I think orphans search should ignore exclude section to be accurate.

I don't think we should go about ignoring yum options in yum-utils.
