Validate that UserService returns org_id's correctly, and does not return "0", if so remove UGCUserService from the Application.

There was a bug in UserService that returned "0" for the org_id for the first user in an organization.

Please validate that this is fixed in prod (lmewshawgit is a user) and if so, remove UGCUserService from all of the CSP app.
