Description of problem:
On fedora-8 using: gnome-panel-2.20.3-1.fc8.x86_64 it was possible, and very
useful, to set up separated panels on each screen of an NVidia twinview setup.

In rawhide now, panels extend across both panels with no opportunity to leave
one screen completely clear of desktop stuff.

This is a regression with a loss of useful funtionality.

1.twin screen ssetup using NVidia twinview
2.login with gnome desktop

Actual results:
Panels extend across both screens

Expected results:
Each panel should be contsrained to a single screen, as in fedora-8

This should be fixed with the next release of GTK+
