The gpm-1.19.3-16 rpm includes the files t-mouse.el and t-mouse.elc in /usr/share/emacs/site-lisp.  As far as I can tell, these are emacs only files.  Therefore, they should be included in the emacs rpm or in an emacs-gpm rpm.

these files are harmless, and tiny.  They don't hurt anything by being on a system 
that doesn't have emacs.  It makes very little sense to break them into a subpackage, 
or move them to another package.  The gains are simply not great enough.
