Description of problem: When I run yum-builddep, if a package is installed but not present in the repo, it still fails.  Here's a log:

localhost:~/build/SRPMS# yum-builddep anaconda-11.4.1.24-1.src.rpm 
audit-libs-devel-1.7.4-2.fc10.ia64
booty-0.104-2.fc10.noarch
bzip2-devel-1.0.5-2.fc10.ia64
device-mapper-devel-1.02.27-3.fc10.ia64
Error: No Package found for e2fsprogs-devel >= 1.41.0
localhost:~/build/SRPMS# rpm -q e2fsprogs-devel
e2fsprogs-devel-1.41.0-1.fc9.ia64

 This is resolved in upstream commit 4bb674d87a5f98ae2459cb9b476cbab40db0b24c
