Need to add navigation keyboard shortcuts to:
- provide way of skipping navigation items to jump straight to the main object
- provide quick way to navigate to different page elements

This functionality is required by Section 508(p) of the Rehabilitation Act.

Correction, that should have read section (o).

Bugs are no longer tracked under this classification. CSP is now monitored in
