I think it's time to switch Fedora's default notification engine/theme to nodoka in Rawhide. Fesco didn't seem to be against it, even though they didn't considered it a feature.

Adding "NotificationTheme=nodoka" to /usr/share/themes/Fedora/index.theme should be enough.
