Could you be more specific? ;-)

Anacron is starting in these runlevels for years.

But why does it start in runlevel 3 AND 5? Why not just stay running?

This behaviour is intentional. Anacron is mostly sleeping and it's up only a few seconds after start and then when it's running his jobs. The jobs are usually run one hour or so after start of the computer.
