Description of problem:
The RHEL 4 kernels all seem to suffer from the WRR scheduler bug as documented by the third bullet point here:

Basically, there are specific situations where using the WRR IPVS scheduler will refuse to route packets to a configured and valid real server.

Verified this bug exists with release 78.0.1.EL.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
