Do not depend on desktop-file-utils, shared-mime-info

Dependency on desktop-file-utils for updating the desktop database and shared-mime-info for update-mime-database should be dropped, see http://fedoraproject.org/wiki/Packaging/ScriptletSnippets#desktop-database

Fix attached, along with a micro-optimization (no need to test for existence of /usr/bin/gtk-update-icon-cache for each theme).
