Type Enforcement file for NetworkManager-pptp

Description of problem:
NetworkManager-pptp causes a lot of avc denials; the following Type Enforcement file allows it to run without denials.

Updated Type Enforcement file (covers MPPE and echo)

This updates the previous .te file: it suppresses an avc denial when MPPE (or echo; I turned them both on at the same time) is enabled.
