Description of problem:
Can not stop rpc.rquotad process by command 'hts server stop' 


Version-Release number of selected component (if applicable):
hts-5.2-20.el5

How reproducible:
Everytime

Steps to Reproduce:
1.issue "hts server start"
2.issee "hts server stop"
3.issue "ps aux | grep rpc.rquotad".
  
Actual results:
rpc.rquotad is not stopped.

Expected results:
rpc.rquotad should be stopped.

Additional info:

I also had a try on hts-5.2-20.el4.  rpc.rquotad is stopped.
