Description of problem:

cups in Red Hat 5.2 suffers from problem described in:

Steps to Reproduce:
1. Edit cupsd.conf
2. Browse No
3. service cups restart
  
Actual results:

cupsd usses 99% of CPU

Expected results:

Low CPU usage
