Description of problem:

Systems are currently being indexed bases on a time interval.  We need to switch that so new system registrations are immediately picked up by the system search service.

I think it is acceptable that searching a newly registered system will take a while. It's just like package search, you can't search for packages until after some period of time after you sync content.

Unfortunate, but this is how we plan on making it work now and in the future.

We will document this bug.
