Description of problem:
When I boot a machine running with system clock running at UTC, Live instances shows inconsistent time.  The default timezone for Live images is US/Eastern and yet the Live desktop shows UTC clock time as the local time.

How reproducible:
every time

Steps to Reproduce:
1. Boot Fedora Live at 1am UTC
2. start gnome desktop
3. look at clock
4. run system-config-time
5. run date in shell

Actual results:
3. shows 1am
4. shows timezone set to New York (EST/EDT) and "System clock uses UTC".
5. 1am EDT

Expected results:
3. 9pm
5. 9pm EDT

Additional info:
This does not affect standard installs.  It seems Live is assuming the hw clock is running local time.

We have to pick an assumption and it's going to be wrong for some percentage of users.  There is (unfortunately) no real way around it as it's not something that is at all standardized or the like.
