PATCH: do not start iscsid when not running when iscsiadm -k 0 gets executed

The autostart iscsid patch I did has one peculiarity, it will start iscsid when not running when "iscsiadm -k 0" gets executed, only to kill it immediately afterwards.

The attached patch (against the original patch) fixes this.

Mike if you ack this one I'll take care of the rest.

Makes now sense to start iscsid when trying to stop it :) Looks ok.

iscsi-initiator-utils-6.2.0.870-0.2.rc1.fc10 has been submitted as an update for Fedora 10.

This bug appears to have been reported against 'rawhide' during the Fedora 10 development cycle.
Changing version to '10'.

iscsi-initiator-utils-6.2.0.870-0.2.rc1.fc10 has been pushed to the Fedora 10 stable repository.  If problems still persist, please make note of it in this bug report.
